Question 3 of 6:
Historic Resource Surveys are important city planning tools. The recent South Glendale Historic Resources Survey identified numerous historic resources, which provides more accurate information for planning staff and owners and a more objective and comprehensive basis for environmental review of projects under CEQA. If elected, will you support preparation of a similarly comprehensive Historic Resources Survey as part of the East-West Glendale Community Plan? If not, why not?

I am the only candidate that has in the past advocated for surveying our historic resources (from the first days of public meeting in regards to South Glendale Plan, starting 2-3 years ago). Indeed, when planning commission was reviewing the south Glendale Plan, I advocated for and eventually lead my colleagues in adopting and recommending to the City Council to inform the hundreds of owners that own these historic resources. I went further though, I used resources available to me to provide the mailing addresses of these property owners to The Glendale Historic Society. I believe, we as a City must do a better job in communicating the advantages (Mills Act) of owning a historic resource to the owners of these properties.

Yes, I would insist we complete an intensive-level Historic Resource Survey as part of the East-West Glendale Community Plan. It is critical in completing that survey that we seek collaboration from knowledgeable parties as well. I would also press to fill the gap in the North Glendale Community Plan by creating a short-term timeline to complete a reliable, intensive survey for that area too.

If re-elected, I will support the preparation of a comprehensive Historic Resources Survey, similar to the South Glendale Historic Resources Survey, as part of the East-West Glendale Community Plan.

Yes, I voted for the South Glendale Historic Survey as well as other Historic Surveys that are in the process of being conducted for formation of new Historic Districts. I also voted in favor of 18 homes to be registered as Historic Resources as well as Niodrara Historic District (and Brockmont Historic District when I was on HPC).

Yes.  As I stated before, such surveys will help to not only identify and preserve our history for present and future generations so that we may learn and appreciate our past, but it will also be a useful guide for anyone considering making an investment in our community.  Having a clear idea of what can and cannot be done with a property is critical for anyone seeking to make an investment or the person who is looking for a specific type of historic property to purchase in our city based on their interest or preferences.

I support preparation of comprehensive Historic Resources Surveys for all sections of the City and certainly as part of the East-West Glendale Community Plan. This is a very cost effective way to document our remaining historic resources. It is extremely important for the City to continue efforts begun over the past thirty years to preserve our historic architectural resources. Additionally I would work with neighboring cities to lobby the state legislature to amend recent legislation so as to provide more protection for historic districts and other historic resources and also to ensure that other CEQA concerns are not neglected in an avalanche of new construction that may or may not result in greater housing affordability.
